Cleaning: full IN and OUT obligation

Since 1 September 2024, real-time check-in and check-out has been mandatory in the professional cleaning sector.
The obligation applies to own employees, subcontractors and temporary workers, regardless of company size.
The Works declaration has been mandatory there since January 2024.

On sites reaching the legal threshold, a registration obligation applies today from the start of the activity.
The NSSO is targeting 1 April 2027 as the start date for the full IN and OUT obligation, definitively confirmed by a Royal Decree. That date gives companies a fully functional application and sufficient preparation time.
The extension does not apply to cleaning activities, which have their own scheme, but does apply to the delivery of ready-mixed concrete.
Chain liability also makes the main contractor accountable for the registrations of subcontractors.

Every registration must reach the NSSO within the legal deadline, signed with your own company's certificate.
The NSSO responds with an acceptance or a rejection with an error code. That response determines whether your file is in order.
Anyone who does not follow up on the responses will only notice a missing registration during an inspection.
