Sector · Cleaning and janitorial services (JC 121)
Registering in and out, at every work location.
Since 1 September 2024, real-time checking in and out has been mandatory in the professional cleaning and janitorial sector. Unlike on construction sites today, a full IN and OUT obligation already applies here: not just the start of the activity, but arrival and departure at every location. This applies to own employees, subcontractors and temporary workers — regardless of the size of the company.
- Mandatory since
- 1 September 2024
- Scope
- Joint committee 121
- To register
- Arrival and departure, in real time
- Who
- Employees, subcontractors, temporary workers

On the work floor
Registration happens where the work happens — not afterwards at the office.
How a registration works
One tap on the work location, tracked until the NSSO's response.
- 01
Check in and out with one tap
At the start of the activity, the employee checks in via the app, and at the end checks out the same way — each time with one tap, in their own language. A geofence confirms every time that they are at the stated work location.
- 02
Declaration within the deadline
Both the check-in and the check-out are sent automatically and within the legal deadline to the NSSO, digitally signed with your own company's NSSO certificate.
- 03
Tracked until the answer
Every declaration — both in and out — is tracked until it is definitively accepted or refused. The result appears in plain language in your dashboard and reports.

Points of attention
What employers often overlook here.
- 01
Full IN and OUT, no half registration
One tap to check in at the work location, one tap to check out at the end of the activity, and then tracking until the final answer from the NSSO arrives — accepted or refused. In construction, only the arrival is mandatory today; here the departure has already been mandatory for some time.
- 02
The works declaration is a separate obligation
Since 1 January 2024, every cleaning activity must be reported to the NSSO in advance via the works declaration. That is a separate administrative process and is independent of the daily check-in and check-out registration.
- 03
The chain shares the responsibility
Watertight registration is a matter for the entire subcontracting chain. The client or main contractor remains jointly responsible for subcontractors and temporary workers.
- 04
Forwarding is not the same as being accepted
A system that sends data does not yet say whether the NSSO has actually accepted the registration. That distinction matters exactly during an inspection.
- 05
Errors should be visible
A check-in outside the permitted location zone or a missing registration is flagged, not silently resolved. Only then can you correct it.
For employees · the app
Whoever is on site checks in with one tap.
The same app runs in cleaning and in construction. It is built for working conditions, not for a desk.

Clear registrations: every check-in and check-out per day and per location.
One tap to check in or out, in the employee's own language — more than ten languages, including right-to-left scripts such as Arabic.
Sign in with a PIN code, with a choice between a light and a dark theme that stays readable outdoors and works with gloves on.
Geofencing confirms the stated work location. Checking in or out outside the zone is refused with an explanation, never silently accepted.
The declaration is sent automatically and within the legal deadline to the NSSO, signed with your own NSSO certificate and protected against duplicate reports.
Every declaration is tracked until the final answer: forwarding is not the same as being accepted, and that difference matters during an inspection.
Multiple legal entities and teams, each with their own locations and managers.
Alongside existing time-clock or badge systems: registrations that reach the NSSO that way are tracked as well.
Specific to cleaning
Multilingual app in eleven languages, including languages with right-to-left script such as Arabic.
Sign in with a PIN code: workable with gloves and in outdoor conditions.
Multiple legal entities, teams and managers in one overview.
Works alongside existing systems: registrations that reach the NSSO via, for example, a time clock are tracked as well.
Hosting in the EU, GDPR-compliant, encrypted storage of NSSO certificates.
Full audit trail and roles and rights management for safe delegation.
Privacy
Only at the moment of checking in or out.
The location is read only at the exact moment of checking in or out, to confirm that the employee is at a registered work location. No background tracking and no permanent monitoring. The location history is kept for a short, configurable period, so that the method can also be presented to a works council.

Frequently asked questionscleaning
- What exactly is Check In and Out at Work, and since when has it applied in cleaning?
- It is the mandatory real-time registration of arrival and departure at every work location. It has applied since 1 September 2024 to the professional cleaning and janitorial sector, joint committee 121, with no lower limit on company size.
- Do I also need to register the departure?
- Yes. In this sector, both arrival and departure are registered in real time, at every work location.
- Does this also work with subcontractors and temporary workers?
- Yes. They register in the same way, and you see their attendance in your overview as well. Responsibility for correct registration runs through the entire chain.
- Does the app track my employees?
- No. The location is only read at the moment of checking in or out, to confirm the work location. There is no background tracking.
- Does this replace the works declaration?
- No. The works declaration is a separate obligation that has taken place, since 1 January 2024, before the start of the activity. The check-in and check-out registration comes on top of that.
- How do I know a registration is actually in order?
- Because every declaration is tracked until the authorities' final answer. You see, per registration, whether it was accepted or refused, in plain language.
- We already register with a time clock or another system — what then?
- That can remain in place. Registrations submitted that way on the same contracts at the NSSO are tracked as well, so you still have one consistent picture.
- What if someone checks in or out outside the permitted location?
- Then the app refuses the registration and explains why. The attempt is not silently accepted, so you can correct it rather than discover it later during an inspection.

In a short session we walk through the three steps of the process: checking in and out with one tap in the app, the declaration within the deadline and the follow-up until the response. We then show the portal for managers: planning, registrations per team, reports and audit trail. For cleaning, construction or both — you choose where we put the emphasis.
