On construction sites with a total value from € 500,000 excluding VAT, mandatory electronic presence registration has applied since 1 April 2014. Today, Checkinatwork registers only the arrival. The programme law of 30 May 2026 extends this to arrival and departure: the NSSO is targeting 1 April 2027 as the effective date, with a Royal Decree to confirm this definitively.

Check in and out with one tap
At the start of the activity, the person on site checks in via the app, and at the end checks out the same way — each time with one tap, in their own language. Geofencing confirms every time that it is the correct site.

Declaration with your own certificate
Both the check-in and the check-out are sent automatically and within the legal deadline to the NSSO, signed with your company's NSSO certificate and with safeguards against duplicate declarations.

Until the final answer
Every declaration — both in and out — is tracked until the authorities definitively accept or refuse it. That answer is shown back to you in plain language.

Who must register today
The declaring contractor, the employer, or the person concerned themselves makes the report. Subcontractors with an invoice above € 5,000 also register, as does every party once two or more subcontractors are present together on the site.

Chain liability remains the starting point
The main contractor remains jointly responsible for the entire chain of subcontractors. Registration is therefore a shared issue that you must still be able to demonstrate yourself during an inspection.

Registering in advance or remotely disappears
After the extension, everyone present registers themselves in real time, at the start and at the end of the activity. Registration by the employer, in advance or remotely, will no longer be allowed. Breaks do not, for now, need to be registered.

This is what it looks like in practice
One tap to check in at the site location itself, one tap to check out at the end of the activity, and then tracking until the final answer from the NSSO arrives — accepted or refused, not merely sent. Exactly the same method as the app already running today in cleaning.

Effective date and background
The NSSO (socialsecurity.be and workinginbelgium.fgov.be) currently targets 1 April 2027 as the effective date, with a Royal Decree to confirm this definitively. That date should give companies a fully functional application and sufficient preparation time. The extension follows the model that has applied in the cleaning sector since 2024 and aims to counter social dumping and strengthen safety on construction sites.

Which activities the extension applies to
The extension does not apply to cleaning activities: those have their own scheme, with a full IN and OUT obligation since 2024. It does apply to the delivery of ready-mixed concrete.

“Ready for 2027” does not yet say anything about day one
A system said to be ready is not necessarily a system whose declarations are demonstrably accepted by the NSSO from day one.

This method already runs today in the sector where the obligation applied first. That provides more certainty than a system that has not yet been tested anywhere.

- Not for now. Only the start and the end of the activity are registered.
- We already register with a time clock or badge — what then?
- Those systems can remain. Registrations submitted that way on the same contracts at the NSSO are tracked as well in the same overview.
- What if someone checks in outside the zone of the site?
- The app refuses the registration with a clear explanation. Nothing is silently accepted, so you can correct the mistake before it comes up in an inspection.
